2014

The Beginning of the Planning System Reform

A systemic and comprehensive reform of the public policy planning system began with the establishment of the Public Policy Secretariat in April 2014. The role of the Secretariat is to ensure that challenges are adequately addressed and that development and progress for the economy and citizens are achieved through effective planning, coordination, and implementation of public policies. This also laid the foundation for the design and implementation of evidence-based public policies, grounded in data, analysis, and the assessment of the impact of public policies on the economy and society at all levels of governance: national, regional, and local. The reform of the planning system was conceived to bring about a change in the planning culture within public administration, foster critical thinking, promote a results-oriented approach, and place citizens at the centre as active participants in the creation of public policies. It also aims to achieve consensus, through continuous consultations with stakeholders and citizens, on how to bring about changes that improve citizens’ quality of life.

2015

The Action Plan for the implementation of the Government Programme (APIGP)

The Action Plan for the Implementation of the Government Programme (APIGP) is a mechanism for planning, monitoring implementation, and reporting on Government priorities, created with the aim of improving the strategic planning system and implementing Results-Based Management (RBM).

2016

Regulatory Impact Assessment

Regulatory Impact Assessment enables decision-makers to identify the need for intervention, understand the potential effects of the options under consideration, make decisions that achieve the best results while minimizing negative impacts, and inform target groups and stakeholders about the expected effects.

2017

e-PAPIR Programme (e-PAPER)

The e-PAPIR Programme was launched as part of the regulatory reform of the Government of the Republic of Serbia aimed at improving the business environment and reducing administrative burdens. The Programme systematically improves public administration and the quality of services provided to businesses and citizens through the simplification, optimization, or elimination of unnecessary administrative procedures. The primary goal is to create a secure, transparent, and predictable business environment and to reduce costs for business entities and citizens. Through the implementation of the ePAPIR Programme, as well as the establishment of the publicly accessible Register of Administrative Procedures (RAP), numerous benefits and simplifications have been made available to businesses and citizens in the Republic of Serbia, and many administrative barriers have been removed through the optimization and digitalisation of administrative procedures.

2018

Law on the Planning System of the Republic of Serbia

With the adoption of the Law on the Planning System, a unified and integrated framework for the planning, implementation, and evaluation of public policies was established in the Republic of Serbia. The Law laid the foundations for the alignment of strategies, programmes, and budget planning, providing clear rules for the development, monitoring, and evaluation of public policies.

2019

Analytical Service for Local Self-Government Units

A tool for strategic management, planning, and the development of public policies and legislation. This publicly accessible platform provides comprehensive and comparable data at the level of local self-government units in the Republic of Serbia, enabling the monitoring of development, comparison of indicators, and data-driven decision-making. It contains over 500 indicators across 8 areas, with annual data available since 2011.

2020

UIS

The Unified Information System for planning, monitoring implementation, coordinating public policies, and reporting was developed to link the content of public policy documents, medium-term plans of budget users, and their financial plans, as well as to enable efficient and transparent reporting on the performance in implementing public policy documents and medium-term plans. This system, among other functions, allows the visualization of links between elements of public policy documents and medium-term plans with the Sustainable Development Goals, EU accession chapters, and other reform processes. The interconnection of its modules significantly facilitates planning and reporting for users by enabling the automatic transfer of data between different system modules. The system is intended for users within public administration bodies; it has been operational since 2020 and is continuously being improved through the development of new functionalities and performance enhancements.

2021

RAP Portal

The Register of Administrative Procedures (RAP) represents a unified electronic database of all administrative procedures and requirements carried out by public administration bodies in the Republic of Serbia. It enables citizens and businesses to find, in one place, all the necessary information to exercise their rights or fulfil their obligations. The RAP facilitates the simplification of procedures and, through optimisation, eliminates redundant documentation and unnecessary steps, thereby reducing time and costs for users and public administration alike. At the same time, it ensures legal certainty, predictability, and consistent conduct by authorities. All procedures and requirements are publicly available on the Register of Administrative Procedures Portal.

2022

e-Consultations

To enhance citizen participation in the development of public policies, the Government launched the “e-Consultations” Portal. The Portal was established to enable citizens, civil society organizations, business entities, and all other interested parties to actively participate in consultation process and public debates on draft laws, subordinate legislation, and planning documents by providing comments, proposals, and suggestions.

2023

Administrative Procedures Cost Calculator and SME Impact Assessment

The Administrative Procedures Cost Calculator and SME Impact Assessment are analytical tools that help decision-makers assess the potential effects of regulations on administrative burdens, as well as on micro, small, and medium-sized enterprises (SMEs) and entrepreneurs. The use of these tools enables the selection of options that achieve the intended objectives while minimizing administrative costs and ensuring favourable business conditions for micro, small, and medium-sized enterprises and entrepreneurs.

Public Policy Management Platform

The Public Policy Management Platform has been developed as a publicly accessible interactive guide that supports the consistent and high-quality application of the planning and methodological framework in the field of public policies.
