The calculation of costs for public policies and regulations is part of the broader context of impact assessment when developing public policy documents and regulations, based on the Law on the Planning System of the Republic of Serbia (“Official Gazette of the Republic of Serbia”, No. 30/18) and accompanying regulations: Regulation on the Methodology for Drafting Public Policy Documents (“Official Gazette of the Republic of Serbia”, No. 20/25), Regulation on the Regulatory Impact Assessment (“Official Gazette of the Republic of Serbia”, No. 20/25) and Regulation on the Methodology for Drafting Medium-Term Plans (“Official Gazette of the Republic of Serbia”, No. 8/19).
Public Policy Secretariat, in cooperation with the Ministry of Finance, presented the methodological framework for determining and calculating standard costs for the preparation of public policy documents and regulations.
To facilitate the process of calculating the costs of implementing public policy documents and regulations, Public Policy Secretariat developed a web application – The Public Policy and Regulations Cost Calculator. The Cost Calculator allows for automatic calculation of activity costs in a given year based on the selection of the activity type, associated cost types and standard prices, as well as parameters related to the amount of resources.
The costs from the list of standard prices/costs for the preparation of public policy documents and regulations are expressed in dinars and euros (1 euro in RSD = 120.00). The list is updated as needed, at least once a year.
