The Register of Administrative Procedures (RAP) represents a unified electronic database of all administrative procedures and requests carried out by public administration bodies in the Republic of Serbia. Its primary purpose is to enable citizens and businesses to find, in one place, all relevant information necessary to exercise their rights or fulfil legal obligations, in a clear, transparent, and reliable manner.

The Register and its publicly accessible Portal were established based on the Law on the Register of Administrative Procedures (“Official Gazette of RS”, Nos. 44/2021 and 109/2025).

Through this Register, information on all procedures carried out by public administration bodies at the national, provincial, and local levels, in response to requests from end users — citizens and businesses — has been systematised for the first time. The Register is managed by the Public Policy Secretariat, which also analyses the entered data and prepares proposals for the simplification and optimisation of procedures, with the aim of reducing administrative burdens and increasing system efficiency.

Through the RAP Portal, users can search for procedures by keyword, institution, or sector, making all procedures in the Republic of Serbia transparent and easily accessible. Each procedure contains complete and clear information on its target audience, required documentation (including forms), deadlines and costs, as well as available legal remedies. Where an electronic service is available, the Portal directs the user directly to the submission point for the request. This approach saves time, reduces costs, and ensures consistent handling by public administration bodies.

In addition to administrative procedures, the Register also records administrative requirements — obligations of business entities during their operations that are subject to inspection supervision. These are conditions related to prescribed documentation, standards, and other requirements necessary for lawful business operations. The Register provides easy access to these obligations, which are often regulated by various acts, thereby increasing legal certainty and the predictability of the business environment

Following the amendments to the law in 2025, the Register was expanded with the establishment of the Unified Record of Non-Tax Revenues, which includes fees and charges collected by public administration bodies for the provision of services or the use of public goods. This record will be linked to the electronic payment system, allowing users to make payments directly within the procedure, without the need to provide additional proof of payment.

The significance of RAP has also been recognised internationally: the Register of Administrative Procedures Portal has received three awards for achievements in improving the business environment, supporting digital transformation, modernising and enhancing public administration services.
