The comprehensive reform presented within the ePAPIR Programme (Simplification of Administrative Procedures and Regulations) aims to contribute to the establishment of a modern, transparent and efficient public administration.
Through the ePAPIR Programme, the Public Policy Secretariat has established and manages the Register of Administrative Procedures (RAP), a one-stop platform for all services implemented by public administration bodies upon request by citizens and businesses, at the national, provincial and local level. The RAP Portal provides information on more than 3,300 administrative procedures within the competence of 190 bodies and organisations at the national and provincial level, while over 80 registers of local self-government units are available to users.
The RAP Portal introduces the principles of transparency and accessibility into public administration and establishes standards in the provision of public administration service information. User-oriented, it provides all the necessary information to its users on how they can exercise a right or fulfil an obligation. RAP won the EPSA Award (European Public Sector Award), granted by EIPA (European Institute of Public Administration), in the category of Innovation in Public Administration in 2024.
The results of the ePAPIR Programme reform to date (2019–2025) include the analysis of more than 2,000 administrative procedures, the optimisation of 608 administrative procedures, the repeal of 85 procedures and the digitalisation of 219 public administration services, generating annual savings of over 3.7 billion dinars for business entities and citizens.
The significance of the RAP Portal has also been recognised internationally. The Register of Administrative Procedures Portal and the project “Single Window for Public Services – Creating a Better Business Environment” were selected among the top three projects in Europe at the “European Enterprise Promotion Awards 2025” competition in the category “Supporting Digital Transition”. The Public Policy Secretariat won the Regional School of Public Administration (ReSPA) Award for the Most Significant Innovation in Public Administration in 2024 for its project “Digital Transformation in Serbia – Contribution to the Green Agenda”, through which 32 services in the field of renewable energy were optimised and digitalised. The award recognises the most significant innovations and achievements in the modernisation and transformation of public administration across the Western Balkans. The Register of Administrative Procedures was declared one of the three best innovations in public administration in Europe in 2024 and won the European Public Sector Award granted by the European Institute of Public Administration.
Savings in time and money, together with optimisation and digitalisation, will enable simpler business operations with minimal costs and without unnecessary documentation. At the same time, we are making the business environment more stable, reducing the possibility of corruption and the grey economy, raising the quality of services provided by public administration bodies and creating a responsible and modern public administration.
