European Integrations

The Public Policy Secretariat (PPS) is one of the key institutions of the centre of the Government of the Republic of Serbia responsible for the implementation of public administration reform, which represents one of the pillars of the European Union enlargement process. Within the public administration reform framework, the PPS pays particular attention to improvement of the public policy management system at both national and local level in the Republic of Serbia, as well as strengthening the alignment of public policy documents with the acquis communautaire, principles and standards of the European Union.

As the central institution responsible for coordination of the public policy system, the PPS provides methodological, analytical, and professional support to state administration bodies during the development, implementation, monitoring and evaluation of planning documents in areas of key importance for the accession process of the Republic of Serbia to the European Union.

A particular contribution of the PPS is reflected in improvement of the processes of planning, drafting, monitoring implementation, and reporting on the implementation of public policy documents based on evidence, as well as in strengthening transparency, participation, inclusiveness, and inter-ministerial coordination at the national level. Through the development of methodologies, tools, and analytical work, the PPS contributes to better linking public policy documents with obligations arising from EU accession negotiations, including monitoring the implementation of reforms in relevant negotiating chapters.

In this context, the PPS participates in the work of the following Negotiating Groups:

Negotiating Group for Chapter 3 – Right of Establishment and Freedom to Provide Services / Cluster: Internal Market,
Negotiating Group for Chapter 6 – Company Law / Cluster: Internal Market,
Negotiating Group for Chapter 8 – Competition / Cluster: Internal Market,
Negotiating Group for Chapter 11 – Agriculture and Rural Development / Cluster: Resources, Agriculture and Cohesion,
Negotiating Group for Chapter 17 – Economic and Monetary Policy / Cluster: Competitiveness and Inclusive Growth,
Negotiating Group for Chapter 18 – Statistics / Cluster: Fundamentals,
Negotiating Group for Chapter 20 – Enterprise and Industrial Policy / Cluster: Competitiveness and Inclusive Growth,
Negotiating Group for Chapter 22 – Regional Policy and Coordination of Structural Instruments / Cluster: Resources, Agriculture and Cohesion,
Negotiating Group for Chapter 32 – Financial Control / Cluster: Fundamentals.

The PPS also actively participates in the implementation of the Stabilisation and Association Agreement between the European Communities and their Member States, and the Republic of Serbia. In this regard, the PPS takes part in the work of the following bodies:

Stabilisation and Association Committee,
Sub-Committee on Economic and Financial Issues and Statistics,
Sub-Committee on Transport, Energy, Environment, Climate Change and Regional Development,
Sub-Committee on Justice, Freedom and Security,
Sub-Committee on Trade, Industry, Customs and Taxation.

In cooperation with European Union institutions, as well as domestic and international partners, the PPS actively contributes to strengthening the institutional capacities of public administration through the implementation of relevant training activities, thereby ensuring more consistent and efficient implementation of reforms in line with European standards and the long-term development goals of the Republic of Serbia.
