The Action Plan for the Implementation of the Government Programme (APIGP) is a mechanism for planning, monitoring, and reporting on government priorities. It was created in 2015 with the aim of improving the strategic planning system and implementing Results-Based Management (RBM).
The APIGP represents:
The Government adopts the APIGP for the duration of its mandate. Ministries, special organisations, and other institutions responsible for or contributing to the achievement of priorities participate in the development, implementation, and monitoring of the APIGP.
The APIGP, as an operational document, is prepared based on the Government Programme, which groups the Programme’s priorities into priority areas (implementation groups) and further elaborates them through priority objectives, specific results, and performance indicators, with baseline and target values defined for each year.
The APIGP also lists public policy documents, laws, and by-laws that need to be adopted in order to achieve the results, as well as the deadlines for their adoption.
The results defined in the APIGP are linked to negotiation clusters, the Reform Agenda of the Republic of Serbia, the National Programme for the Adoption of the European Union Acquis, and the Sustainable Development Goals from the 2030 Agenda.
As a coordination mechanism, the APIGP comprises the Prime Minister, implementation groups (consisting of officials responsible for coordinating, monitoring, and reporting on the implementation of the APIGP, along with team members), and the Public Policy Secretariat (the APIGP coordinator, coordinators of the implementation groups, and team members), with clearly defined roles. This is the only planning document in which the individuals responsible for coordinating, monitoring, and reporting on the achievement of objectives and results are listed by name and position, which also contributes to and strengthens accountability for the implementation of planned results.
The Public Policy Secretariat coordinates the preparation of the APIGP, monitors its implementation, and reports on achieved results. It also provides support in the collection, processing, and preparation of data and information for reporting purposes. The Public Policy Secretariat reports to the Prime Minister on the achievement of the results set out in the APIGP.
