On Thursday, 28 September 2023, the Public Policy Secretariat organized a round table in cooperation with the Public Administration Reform Support Project. The topic of the round table was “Improving solutions for drafting of the Decree on the methodology of drafting public policy documents and the Decree on regulatory impact assessment”. Following the keynote address by Bojana Tošić, the PPS Director, the participants were divided into two groups to exchange experience for improving the solutions for the preparation of both documents.
During the part of the round table intended for discussion on the Draft Decree on the methodology for public policy documents drafting, the first meeting of the Working Group for the preparation of the mentioned Draft Decree was held.
At the meeting, the first draft version of the Decree was presented, which focuses on the revisions and explanations in the field of public policy planning and implementation, simplified ex-ante impact assessment, regulation of the consultative process and defining reporting and implementation of ex-post impact assessment and performance evaluation. The proposed solutions were discussed, with special reference to outstanding issues related to the scope and process of conducting impact assessment in the preparation of public policy documents and the fields of planning and implementation of public policies.
The second round table dedicated to the discussion of the Draft Decree on regulatory impact assessment is the third event within the consultative process for drafting this act, held after the last year’s focus groups and round table. The discussion also included received comments, open issues regarding the regulation of the consultation process, especially considering that the process is currently regulated through six different regulations.
