The Public Policy Secretariat (PPS) and the Pharmaceutical Chamber of Serbia have signed a Cooperation Agreement on the development and enhancement of the Chamber’s information system and register, the digitalization of administrative procedures within its responsibility, and the establishment of electronic data exchange with the information system of the Ministry of Health and other relevant systems. The activities envisaged under the Agreement are being implemented within the framework of the Serbia Digitalization for Business Environment (D4BE) Project, implemented by the PPS with the financial support of the European Union.
The cooperation is aimed at improving the way data on pharmacists, their licenses, and disciplinary measures imposed on them are maintained, verified, and exchanged.
“The new digital solution will enable more up-to-date and reliable maintenance of the Chamber’s register, faster verification of licence status, and more efficient data exchange with the competent institutions. At the same time, it will reduce the need for manual processing and duplicate data entry, as well as the risk of errors,” said Dušan Kuzmanović, Acting Director of the Secretariat.
What are the first steps? The PPS states that, as a first step, the Chamber’s existing procedures, business processes and records will be analysed. This will be followed by the identification of the administrative procedures to be digitalized, as well as the arrangements for electronically exchanging data with other institutions. According to Kuzmanović, particular attention will be paid to data on pharmacists, their licences and disciplinary measures.
On behalf of the Pharmaceutical Chamber, the Agreement was signed by Director Marija Golubović Marković.
“The new solution is expected to streamline administrative procedures, improve access to data, and enable more efficient management of the register of pharmacists. In this way, the cooperation contributes to the modernization of public services and stronger institutional connectivity in the field of pharmaceutical activities,” said the Director of the Chamber.”
What Does the Cooperation Cover?
Following the analysis phase, the Chamber’s information system and register will be developed or enhanced, including electronic services for verifying licence status and information on disciplinary measures, as well as integration with the information system of the Ministry of Health and other relevant systems. Once the solution has been tested, training will be provided for users and administrators, enabling the Chamber to independently use and maintain the system.
The PPS will coordinate the implementation of the activities and the cooperation between the Chamber, the Ministry of Health, the Office for Information Technologies and eGovernment, and other relevant institutions. The Pharmaceutical Chamber of Serbia will participate in defining business processes, data structures, integrations and electronic services, as well as in the testing and acceptance of the system.

The Serbia Digitalization for Business Environment (D4BE) Project is aimed at improving the business environment in Serbia by simplifying and digitalizing administrative procedures that businesses encounter in the course of their operations. The development of digital services reduces the administrative burden, increases the efficiency and predictability of procedures, and enables businesses to devote more time and resources to business development.
The project of the Public Policy Secretariat is operationally implemented by the World Bank with the financial support of the European Union, as part of the broader reform aimed at improving the business environment in the Republic of Serbia.
