Overall objective of the project: Further improvement of public administration operations and the quality of policy making in accordance with European Principles of Public Administration and delivering high quality services to citizens and businesses, as well as professional public administration that will significantly contribute to economic stability and increase living standards. The project will contribute to the development of a strategic framework for the implementation, monitoring and evaluation of public administration reform processes.
The project is structured around three interrelated components:
- Strengthening the PAR coordination and monitoring framework;
- Develop the PAR strategic framework and evidence-based policy;
- Support for PAR communication and visibility.
The first component focuses on enhancing overall coordination of public administration reform, supervision and reporting mechanisms, and building the capacity of public policy proponents for coordination, implementation, monitoring, and impact assessment of public policy documents.
The second component aims to support the impact assessment of existing public policy documents in the area of public administration reform for the period 2021–2025, to facilitate preparation of the new Action Plan for the implementation of the Strategy for Public Administration Reform for the period 2026 – 2030 and associated programs, including the Public Policy Management and Regulatory Reform Programme. It also provides support for coordination, reporting, and development of the new Action Plan for the Implementation of the Government`s Program (APIGP).
The third component includes a set of activities to further develop and implement a strategic framework for communication and visibility of public administration reform under the Public Administration Reform Strategy. Special attention will be given to the preparation, implementation, and monitoring of annual operational plans for visibility and communication of the reform, which institutions develop on an annual basis.
