Support for public administration reform in the process of accession to the European Union

Project objective: The project supports participatory and evidence-based public policy-making processes; the professionalization of the civil service system; capacity building in the application of the competency framework; and the development of instruments for human resources units. It also contributes to improving administrative service delivery through the development and implementation of criteria for establishing one-stop shops at the local level, as well as through the optimization and digitalization of procedures and services. Furthermore, the project supports the fulfilment of preconditions for improved management of the EU accession process.

Cooperation with the Public Policy Secretariat (PPS):

The project supported PPS in various capacity-building activities for civil servants, organizational development, and the establishment of the legal framework for reform steps, focusing on public policy management and the planning system, citizen participation, and innovation in public policies;
Support was also provided to the e-Paper project through contributions to the establishment of the Register of Administrative Procedures, including the analysis of 26 procedures in the fields of health and agriculture. At the level of the Autonomous Province of Vojvodina, 109 procedures were analyzed and registered, and 104 recommendations for optimization were developed. A total of 13 procedures were digitalized at the national level and at the level of the Autonomous Province of Vojvodina.
