The application of innovative methods in the process of creating, monitoring, and implementing measures of significance for the economy and citizens is carried out following the internationally recognized Policy Labs model, which contributes to public policy creation through innovative methodologies. In other words, innovation serves as an instrument for creating “new ideas that work” or “solutions that deliver.”

The innovative character of this approach is based on:

Creating measures based on empathy and in-depth research of user needs;
Rapid, limited-scope research;
Idea testing – conducting experiments under controlled conditions ("pilot" projects) to verify the effectiveness of measures, with a particular focus on minimizing resource consumption and the risk of failure;
Consultations between various stakeholders and incorporating the voice of citizens into the process of creating and developing conceptual solutions;
Visualization as a principle of work, results, and process presentation.

For the creation of user-centered measures, a specific design-oriented mindset is primarily used—the Design Thinking methodology. This involves the continuous examination of conditions and research of needs to precisely identify user requirements, perform in-depth analysis, and define problems, as well as “finding” solutions that are technologically feasible, economically viable, and fully aligned with the given life context.

Within the Public Policy Secretariat, these activities are carried out by the Group for Innovation and Public-Private Dialogue.
