The Programme is financed by the European Union (EU) under the national IPA 2019 Programme and is implemented under the direct management model, meaning that the EU Delegation to Serbia holds the main management responsibilities. The key line ministries at the national level are the Ministry of Finance and the Public Policy Secretariat (PPS), together with the Ministry of Public Administration and Local Self-Government and the Ministry of European Integration. As in previous phases of the Exchange Programme, the Standing Conference of Towns and Municipalities (SCTM) acts as the implementation partner and holds direct responsibility for the execution of planned programme activities.
Components:
- Component 1 – Support to local self-government units (LSGs) in the preparation and implementation of development plans and medium-term plans in line with programme budgeting;
- Component 2 – Strengthening the capacities of LSGs for capital budgeting and transparent budget management;
- Component 3 – Improved implementation of Public Internal Financial Control (PIFC) in the operations of LSGs and alignment with local planning and budgetary frameworks
