The PPS provides opinions on the completeness and quality of ex-ante impact assessments, as well as on the content of strategies, programmes and policy concepts, where the competent proponent is a state administration body, specifically regarding: the quality of the current state assessment (analysis of the current situation), properly formulated objectives, properly defined performance indicators for measuring results, outcomes and impacts, a description of measures for the implementation of defined objectives, a description of the implementation mechanisms, the quality of the presented impact assessment of options and measures. The PPS opinion contains the following assessment: 1) complete impact assessment; 2) partial impact assessment; 3) insufficient impact assessment. The PPS provides opinions on the completeness and quality of the content of action plans.
