In order to establish a unified register with all the necessary information on public administration procedures for businesses and citizens, the Public Policy Secretariat and the Office for Information Technologies and eGovernment (OITeG) have started the process of developing inventory of administrative procedures for citizens.
The listing of administrative procedures will be carried out through four phases:
The first phase
Determining the number and exact names of procedures, competent institutions for their implementation and other basic elements to be listed through electronic questionnaires, as well as the basic elements of the procedures required to determine priorities in the further detailed list and selection of procedures for digitalisation.
The second phase
Detailed list of all procedures through the Register of Administrative Procedures.
The third phase
Coordinated work on process optimization and preparation of priority procedures for digitalisation.
The fourth phase
Digitalisation of procedures.
Within the Enabling Digital Governance in Serbia (EDGe) project of the World Bank and the Republic of Serbia, the Public Policy Secretariat and the Office for Information Technologies and eGovernment have launched a coordinated process of developing the inventory of administrative procedures for citizens. The process was initiated in accordance with the E-Government Development Programme of the Republic of Serbia for the period 2020−2022, the accompanying Action Plan (“Official Gazette of RS” number: 85/20), as well as the Action Plan for the Implementation of the Government Programme.
The aim of this process is to develop catalogue of all administrative procedures of public administration in the register of administrative procedures of the Public Policy Secretariat, public availability of information on all procedures for citizens, as well as strengthening transparency, predictability, standard approach, coordinated simplification and digitalisation of administrative procedures.
In line with the above, in March 2021, the process of inventory of administrative procedures at all levels of government began, in order to ensure that citizens could find all information in one place.
Under the Enabling Digital Governance in Serbia (EDGe) project of the World Bank and the OITeG, with the support of the Public Policy Secretariat as a coordinator on the development of inventory and optimization of administrative procedures, towards the implementation of project activities related to the analysis of transforming services for citizens, the OITeG and the World Bank engaged the JV Omni Group Business Solution d.o.o. and the company Scientific Applications d.o.o. from Belgrade.
In the following 2 months, together with the public administration, it is envisaged to perform inventory of administrative procedures for citizens by completing electronic questionnaires. All institutions and organizations will be provided with access credentials to the questionnaire, as well as assistance in filling them out.
