Since 20 December 2018 at the website of the Public Policy Secretariat (rsjp.gov.rs) access to the Analytical tool for local self-government units (LSUs) has been enabled, at rsjp.gov.rs/jls-baza/.

The Analytical tool for LSUs is a segment of the business intelligence system (BI) related to local self-government, which is a product of the ’Technical assistance for an improved evidence-based public policy development and financial planning and measurement at the level of local self-government units’ component of the ‘Support for the Implementation of the Action Plan for the Public Administration Reform Strategy – Local Self-Government Reform 2016-2019’ project. The project is financed by the Swiss Agency for Development and Cooperation (SDC), and implemented by the Ministry of Public Administration and Local Self-Government (MPALSG) in collaboration with the Public Policy Secretariat (PPS) and the Standing Conference of Towns and Municipalities (SCTM).

The purpose of the Analytical tool for LSUs is to enable the creation of future public policies and legal regulations relating to LSUs based on evidence and the state of affairs, more efficient usage of resources at the local self-government level, comparisons among LSUs, transparent information for citizens and the business sector on the work of LSUs, as well as to contribute to better budget preparation, policy analysis, and impact assessments.

In addition, the tool will be available to all who use this sort of data in their analyses and research as it has been created to enable the visualisation of selected sets of data as well as their transformation into one of the formats (xml, cvs, xls, doc, pdf) fit for further processing.

At the moment the tool users have at their disposal the sets of data/indicators for the period 2011-2017 in the following areas:

  • Core data on LSUs (data on the territory and the population, major indicators of demographic trends, etc.);
  • Financial indicators on LSUs (data on revenues and expenditure and their structure, and data on the financial performance and indebtedness of LSUs);
  • Social welfare (data on the social welfare rights and services funded from the budget of the Republic of Serbia).

Further development of the BI system related to LSUs will make the analytic tool capable to comprise other areas important for decision-making at the level of LSUs (e.g. economic activity at the level of LSUs, agriculture, etc.).

The presentation of data is optimised for Chrome, Edge, and Firefox web browsers.
