THE 2020 -2021 ACTION PLAN FOR THE IMPLEMENTATION OF e-PAPER PROGRAM TO REDUCE BURDEN OF ADMINISTRATIVE PROCEDURES AND REGULATIONS ADOPTED

On 26 June 2020, the Government of the Republic of Serbia adopted the Action Plan for the implementation of the Program for Simplification of Administrative Procedures and Regulations "e-PAPER" for the period 2020-2021.

Previously, on 11 July 2019, the Government adopted the Program for the Simplification of Administrative Procedures and Regulations “e-PAPER” with the associated Action Plan for the period 2019-2021.

The “e-PAPER” program is a public policy document with comprehensive and systematic approach to public administration reform, for the first time, in the part related to increasing efficiency in the implementation of administrative procedures, i.e. raising the quality of public services to the economy. This reform will result in the simplification of administrative procedures (through optimization, digitization, and reducing the burden of administrative procedures), as well as in the establishment of the Public Register of Administrative Procedures. This will improve security, transparency and predictability of the business environment, reduce the share of total administrative costs in GDP and narrow down the chances for corruption.

The program envisages the establishment and adoption of the revised Action Plan for 2019-2021 upon preparation and agreement on the second group of recommendations for optimization of administrative procedures. In accordance with the above, the Action Plan for the implementation of the Program for the period 2020-2021 was prepared and adopted. This plan contains all the activities of the previous action plan that have not been fully implemented, as well as the activities related to the optimization of the second group of procedures for which the recommendations have been agreed with the competent authorities.

In the upcoming period, in addition to monitoring the implementation of activities envisaged by the Action Plan, the Public Policy Secretariat will also continue the consultative process with competent authorities and other stakeholders in order to prepare and harmonize recommendations for optimizing the third group of administrative procedures.
