Public Policy Secretariat Supporting the Pilot Project for a Cleaner Municipality of Stari Grad

The Public Policy Secretariat, through its Group for Innovation and Public-Private Dialogue, in cooperation with the Municipality of Stari Grad and at the initiative of the citizens’ association Animal Rescue Serbia, is launching a Pilot Project aimed at addressing the issue of dog waste on the streets of the Belgrade Municipality of Stari Grad, with the goal of testing and identifying effective solutions to this problem. This project represents an important step toward improving the quality of life in urban areas and serves as a good practice example of cooperation between state institutions, local self-government, and the civil sector.

Our shared goal is to promote responsible pet ownership and raise awareness that clean public spaces are not only a matter of aesthetics, but also of public health and safety. For this reason, the pilot project has been designed as a model that can be replicated in other parts of Belgrade and across Serbia.

The Public Policy Secretariat is providing institutional support in developing and improving public policies that contribute to better organization of public services and more active citizen participation. This initiative also demonstrates how, through public consultations and cooperation with citizens, we can gather data and proposals that will enable more effective and sustainable solutions.

An important component of the project is researching dog owners’ habits and collecting data on the number of pets in the Stari Grad area. Based on this information, it will be possible to enhance existing measures and create new ones aimed at ensuring cleaner and safer streets.

In addition to the Municipality of Stari Grad, numerous partners are participating in the project’s implementation – including the Public Utility Company “Veterina Belgrade”, ”Belgrade City Parks”, “Belgrade Public Cleaning Company,” the Belgrade School Administration, the City Institute for Public Health, and the Communal Militia – whose cooperation ensures the success and sustainability of the entire initiative.

The Public Policy Secretariat will continue to support initiatives that raise awareness of responsible behaviour and improve public order, as we believe that active citizen participation is the key to achieving long-term results.

We invite all residents of Stari Grad to take part in this campaign, and encourage them to share their experiences, and complete the surveybecause only together can we create a cleaner and healthier city.
