At the session held on 6 March 2025, at the proposal of the Public Policy Secretariat, Government adopted the Decree on the Methodology for the Development of Public Policy Documents and the Decree on the Implementation of Regulatory Impact Assessment, thereby replacing the existing Decree on the Methodology for Public Policy Management, and Public Policy and Regulatory Impact Assessment, and the Content of Individual Public Policy Documents. The new decrees enter into force on 31 March 2025.
The new Decree on the Methodology for the Development of Public Policy Documents, among other things, provides that overarching sectoral strategies shall be developed for 23 areas of public policy planning and implementation. It introduces the obligation to link the objectives of public policy documents with the Sustainable Development Goals (SDGs) during their drafting and more clearly prescribes the procedure for conducting ex ante impact analysis. It also facilitates the reporting on the implementation of public policy documents by detailing the type and content of reports, as well as the method of their publication.
The Decree on the Implementation of Regulatory Impact Assessment separates the regulatory impact assessment process from the process of developing public policy documents, which will contribute to an easier use of the regulatory impact assessment methodology by authorities drafting regulations. This decree improves the methodology for conducting ex ante regulatory impact assessments, with a particular focus on option identification, cost-benefit analysis, managerial impact, and regulatory implementation planning. Additionally, the decree provides a more precise regulation of the ex post analysis process, which will contribute to more systematic monitoring of the effects of adopted regulations and their adjustment to the needs of citizens and the businesses.
