During a study tour of the delegation of the Republic of Serbia to the Republic of Moldova, representatives of the Public Policy Secretariat, the Ministry of the Interior, the Ministry of Economy, the Ministry of Environment, the Ministry of Finance, and the Office for IT and e-Government had a chance to get to know more about the entire public administration reform of the Republic of Moldova, with a special focus on the recently set up automatised information system for the management and issuing of licences, as well as a multifunctional centre for the provision of public services.
Representatives of the delegation of the Republic of Serbia were provided with numerous examples of good practice in key government institutions and had a chance to meet Secretary General of the Government of the Republic of Moldova, Ms Lilia Palii. Ms Palii spoke about priority objectives of the executive committee, emphasising improvement of the business environment, stimulation of investments, and support for the competitiveness of domestic enterprises. She underlined that the number of ministries and the number of procedures was halved in the course of the public administration reform. Ms Sanja Mešanovic, Acting Deputy Director of the Public Policy Secretariat spoke on behalf of the delegation of the Republic of Serbia about activities of the e-PAPER project realised so far, priorities in the Government’s work, and the public administration reform as a whole, particularly focusing on the recently adopted Law on the Planning System of the Republic of Serbia.
During the conversation views were exchanged on numerous topics of common interest, such as the continuation of the public administration reform, the process of adoption and alignment of public policies, as well as innovative approaches to strategic planning. It was inferred that the exchange of experience and acquainting with good practice examples are unique opportunities for the establishment of partnership and deepening of future cooperation.
The delegation of the Republic of Serbia stayed in the Republic of Moldova from 22nd to 24th October 2018. During the study tour the delegation acquainted itself with the work, achievements, and future plans of institutions involved in the public administration reform and implementation of the one-stop-shop for licences. The study tour was realized with the support of the World Bank that is one of the partners in the realization of the e-PAPER project.
