The implementation of the PERFORM project started in October 2015 owing to the financial and technical support of the Swiss Agency for Development and Cooperation (SDC). The project is implemented by the Helvetas Swiss Intercooperation and the University Fribourg in Switzerland. The Social Inclusion and Poverty Reduction Unit has participated in the implementation of one of four pilot projects, which has enabled the implementation of four and not three pilot projects as planned initially. The main objective of the Project is to improve conditions for a full enforcement of the ‘evidence-based policy-making’ principle.

The Public Policy Secretariat is a body in charge of ensuring the quality of public policies and regulations and it has recognised the need for the promotion of the decision-making process, i.e. regulations and public policies. This is the very grounds for the implementation of the PERFORM project given that one of the most important principles that contributes to the quality of creation and implementation of public policies is the principle of the ‘evidence-based policy making’. The enforcement of the principle entails the linking of the scientific community with decision-makers through the involvement of the scientific community in the policy-making process. Concretely, the contribution of research organisations is in the development of analyses and studies that will provide an insight into the state of the area that is regulated by a public policy and the key problems, and produce adequate recommendations for further action.

With a view to the improvement of the quality of public policies and regulations, the Project has provided financial support for the implementation of four pilot projects that represent four parallel processes of cooperation between:

  1. the Ministry of Economy and the Faculty of Economics of the Belgrade University with a view to conducting the research on the topic ‘The Level of Corporate Governance in Public Companies Founded by the Republic of Serbia’;
  2. the Ministry of Youth and Sport and the Institute of Economics with a view to conducting the research on the topic ‘The Analysis of the Regulatory Framework of Entrepreneurship in Three Most Perspective Areas with Proposed Simplification of Business for Young Entrepreneurs’;
  3. the Commission for Protection of Competition and the Institute of Economics in Belgrade with a view to conducting the research on the topic ‘The Market Analysis of Aftersales Services (Aftermarkets)’;
  4. the Ministry of Culture and Information and the Academy of Arts with a view to conducting the research on the topic ‘The Analysis of the Organisation and Capacities of the Institutes for the Protection of Cultural Monuments in Serbia’.

The entire process of implementation of the pilot projects had several key stages: the announcement of the public call for decision-makers to candidate topics for the research and the development of the study, the ranking and selection of topics on the basis of defined criteria, the announcement of the public call for accredited research organisations to apply for the realisation of the research and the development of the study into one of the three best ranked topics and later for the topic put forward by the Ministry of Culture and Information; the ranking and selection of applications for three first ranked commissioners of the research, and then for the Ministry of Culture and Information itself. What ensued was the process of conducting the research and establishing the cooperation between the commissioners of the research and researchers. As a result of successfully completed research and developed studies, to the pleasure of both the institutions that commissioned and those that conducted the research, presentations were delivered for all four studies (hyperlink), which in the next stage will be used for the creation and implementation of public policies and regulations.
